As soon as it is permitted, I place a unit in hex 52,128 (The transfer to El Paso hex), but it never moves. I also clicked "Yes" when the Sibley event appeared but nothing ever happened. Can you clarify if this is a bug or am I doing something wrong?

There is a delay with both of these events. If you place a unit on 52,128 and it is there at the end of the turn, when you end your turn it will disappear with a popup saying something like "Unit continues to El Paso TX". A few turns later it will appear at its destination.
The units associated with the Sibley event will also spawn a couple of turns after saying YES to the decision. You will get a popup when this occurs, something like "Sibley arrives in New Mexico".
