[Suggestion] for auto-spy automation

As far as I can tell, auto-spies still don't work (if anyone has seen them do something useful, please let me know). But once they're fixed, something I'd like to see is the ability to assign enemies to auto-spy on, even if not at war with them.

That way, they could act as scouts (in the military sense of the word) in empires that I might decide to attack in the future. Without having to do it all manually.

Even better if we could assign them priorities. For instance, going at each colony of the designated empire, and report when at one, so I could go there and check what's there (spaceport or not, how many troops there, etc.). Or going toward all the gas giant in their systems, to see if there's caslon there, and if there's a mining station.

And ideally, all those infos would be automatically entered in "Enemy Targets", and would be kept (ie: not disappear after a while), with a date indicating when it was last seen.
