[1.11.08] Unit decisions can target alien mercs

Per subject. Alien units can be randomly selected for unit decisions that grant units e.g. Warrior Knights, Elite Snipers, etc. but since alien units cannot have Unit Support Feats, they will lose the unit feat at the end of the turn.
