Is there a way to set a custom firing range apart from the ones given in the WRA? Specifically, I want torps to launch at 5.5nm rather than 5.

If the sub, ship, or aircraft is assigned to a patrol mission, you could set the launch distance in the WRA to 10 nautical miles (or wherever the next highest setting is), then set the attack distance in the mission settings to 10186 meters (5.5 nm converted) and they will launch at that distance.

Otherwise no, there is not.
