HQ Set Support Level not working?

I'm playing the Operation Mars scenario as the Soviets on 1.02.39_Beta and I've noticed that that the HQ support levels don't seem to be doing anything. I've set army HQs to support level 9, but no army has more than 4 of any type of SU. Meanwhile STAVKA has hundreds of SUs attached to it despite being at SupL 0. has anyone else noticed this issue? (Yes, I have lock HQ support unchecked in settings)

At what level of support are higher headquarters set? Army group? OKH?

STAVKA & front HQs are set to support level 0.

Might be you have to up the Front support levels to suck the SU's down. Or do it manually?

The minimum support level must be 1. At level 0, parts of the support will not be distributed from the OKH, only to the OKH.
