Diplomacy suggestion...

Please redo how the "We are envious of your huge strength and power" impact dealings with other empires... this is generally just detrimental to the less powerful empire and lead to them being conquered when they could survive by striking pacts with more powerful neighbours.
As it is... there is no way I can strike a deal and defend another small empire, such as a newly independent turning into an empire for example, for some reason they just don't like me no matter what I do or give them.
Being openly hostile toward a more powerful neighbour is not really healthy.
When an empire is less powerful they should instead try and appease their more powerful adversary or try and seek protection from another more likeminded empire.
At least I think that this is not really working well, the AI empires need to understand when they are less powerful and try to survive by creating good relations, at least to the point to get a Non aggression pact or the other empire not being openly hostile towards them, if this fails they need to try and find someone to protect them.
There should perhaps be a way for a less powerful empire to become a protectorate as a safety under another empire, someone that like to protect them "for a price" whatever that might be.

You can minimize the penalty but it takes quite a bit of work and time. If you bribe them regularly with gifts, that should build up enough relations to get a minimal trade treaty with them. Once you get a treaty, they at least go Neutral with you. It seems that the penalty modifier is in some way multiplied with the attitude they have against you. If their attitude is worse than Neutral then the penalty gets huge. If their attitude is Neutral or better, then it becomes quite manageable.
I am playing as Humans and I have a pretty good relation with my neighbours the Ackdarians and the Teekans. The Teekans in particular are way behind me in tech and have only 3 planets compared to my 24, but they only envy me by -3. They started out as my enemies, and we even had a war with each other, but after a few years of gifts, I managed to get them to agree to treaties.
I think the game just needs more diplomatic options. For example, allowing nations to Guarantee each other, as a form of a one-way defensive alliance, that allows large nations to protect smaller nations without having to go through the whole path of improving relations and making a bunch of treaties before getting them to accept a Defensive Pact.

Yes... I know I can work with it to some degree with gifts and giving them technologies.
When you meet a newly spawned empire from an Independent world that gap just might be too big without giving them allot of technology. It does not really seem wise for them to be angry at someone ten times your size and when you are completely dwarfed in technology, especially when said empire have good reputation and never started a single war and have no intention to start one with them either.
I mainly find that modifier to be a way to somehow set the world against a more powerful player empire, just because. It is a bit annoying when you are trying to play a more peaceful empire that really don't declare war on other empires, from a roleplay perspective at least.
I just think there should be other better ways of doing this.
I do hope they do some expansion based on Diplomacy at some point, might improve allot on several part of this aspect of the game.
