Destroying shields

I've never seen this before in many years of playing.
Basically I have Caslon missile arm ship set to stand off, out side of the bases range. Caslon misslies, like all missiles, do 50% less damage to armour. The base has 4000 shields.
Whats happening is 99.9% off missiles disappear once they get just past the inner narrow ring, where the shield starts) doing nothing. Just occasional you see one hit the shield, reducing it but it recharges quickly. Very few ever get to the target. If I get closer with other weapons I can both damage and penetrate the shields but the question is not about other weapons but about why the caslon missiles do not? I've got a feeling i missing something fundermental here.
