The manual does not really say what this does

If you have a leader with a rating of 8 does but Max HQ Attachments is set to 5 does that mean it will stop it at 5?

How does tech work in regards to Max HQ Attachments & the Command and Control tech?

It's simply the number of units that can attach to a HQ, and it can be set to increase via any of the automatic research categories (those on the right hand side).

This is what is does in the official campaigns:

This represents improvements in overall military doctrine, command structures, communications and generalship. This increases the following by 1 per level: the number of units their HQs can command, their HQ's command range, their HQ's command rating. It also increases their APs by 0.5 per level.
