Generals: troop "recruitement rate" OR "training speed"

Very basic question: does anybody know what's the precise effect of a general having the "Troop Recruitment Rate" skill? Does it accelerate troop training speed, or does it do something else (if so: what exactly)?

If it accelerates troop training speed, it should be called "Troop Training Rate" (or speed), because recruitment and training are not the same thing. Labeling has its importance when that's all you've got to figure out something (ie: no documentation on the subject, as far as I know).

While my knowledge about troops is limited, and I'm not a fan of speculation, as far as my understanding goes "Troop Recruitment Rate" stands for how fast bodies are added to the unit while "Troop Training Rate" refers to a not yet implemented(?) experience level referring to battle experience, just without real combat, or as some call it, training.

I'm hopeful someone with deeper insight in how to pile up bodies will share their knowledge :)

Troop Recruitment Rate raises how fast recruited troops will reach 100% (i.e. how quickly they become available to you from when you hit the button to recruit them). I'm not sure if multiple generals can stack their skills, but it definitely stacks with location/empire bonuses and is also affected by either the population size or development of the planet.
