I did this several times against the AI. I bring out my subs to block Halifax and shut down the canadian route to Britain. The AI does nothing at all about it. Especially when the canadians join on turn 2. When the join the first turn, they try to attack me with 1 destroyer. But always, when they´re joining on turn 2, they never do anything to stop me shutting down that route.
