I see that the Confederate and all 3 European powers have the checkbox ON.
For the Confederates, it means they can attach minor nations to their HQs, right? So Stand Wattie can command a CS brigade, and Johnston an Indian cav?
For the Europeans, does it means they can also be attached to the Confederates? Or that their HQ can attach Confederates?
I would like in my mod that the Europeans don't share HQ attachments, only supply.

It will work as you hope, as Major HQs cannot command the units of friendly Majors.
