it seems as though the builds limit for Rifle Corp goes up as soon as it turns 42 but they are not in the build menu and cant be built with on map units normally
however, the special rule for build guards rifle corp in first winter with a limit of 2 is still in effect so you can make as many rifle corp as soon as 42 starts as you have guards, also only 2 of the combining counters need guards for this to work

I suggest having the build limit only raise once rifle corps are unlocked in the build menu to prevent this as it sort of allows soviet to get some very strong units while first winter is still ongoing and punish ger even more
for the record this is from an MP server game, so it is a realistic problem

Historically, USSR created 9 Guards rifle corps before June 1942, here is the table from https://www.soldat.ru/spravka/korpusa_rkka/table1.html

Yes, AFAIK, this is WAD. If you want to generate more guards rifle corps using your guards rifle divisions, you can do this.
