A HUGE RESEARCH BONUS FOR USA (AND UK)
When using two chit investment we get a double speed research and then when USA invests 2 chits during two years on the same field, in august 42 they get :
- a 5 level in industrial technology
- a 5 level in amphibious warfare
- a 4 level in heavy bombers (near 5)
- and so on ...
That's a huge bonus

Can I ask when the USA entered the war?
Only her income is very low so affording all this research should not be that easy.

I play the allies a lot.
The only way that is possible is if the USA is sacrificing other Tech areas to get there; and/or is not supporting the UK or Russia (though the drain isn't too large until after she's at war).
Industry 5 by that time is fairly common. This is useful because it helps allow the paying for all the other Tech areas and helping the UK and USSR, with the UK passing most if not all the USA's help on to Stalin.
Is the USA going with no land forces and/or land forces & AA Tech?
Also not preparing Torch and the going after Italy?
Is the USA not helping against subs, and therefore no ASW Tech and not building those awesome CVLs?

I don't check any point but it don't seems that the player may any sacrifice (Torch is done before august 42 !)

- infantry weapons : level, 1,25
- advanced tanks : 0.6
- advanced fighters : 3,15
- heavy bombers : 4.6
- naval weaponry : 1
- long range aircraft : 3.05
- ground attach weapons : 0.25
(artillery and mobility : 1)
- antisubmarine warfare : 2
- anti aircraft : 2
- command control : 1,5
- infantry warfare : 1
- armored warfare : 0.5
- aerial warfare : 0.8
- spying : 2
- logistics : 2.3
- production : 1
The TRUE problem is that allowing 2 chits for some technologies allow a huge bonus and "abnormal" results with bombers and amphibious operations

So, he's drastically behind in both tanks and ground attack.
Tank tech will unlikely ever reach useful levels, and ground support will also be negligible for 2 years, presuming Germany has lvl 2 AA.
I question the wisdom of needing level 5 Amphibs this early. Sure, they help with coastal attacks vs. Italy, but there's no way he has enough land units for them to be fully utilized.
The question then becomes do we/the developers want to force the USA, and everyone else, to a more balanced research philosophy or continue to allow concentration or limit what can be concentrated. However be alert to unintended consequences, e.g. If the USA can't double chit Industry, the Axis will benefit more even if Germany can't double chit Industey.

Ground Attack Bombers are not necessary when Strategic Bombers has a level 4 or 5.
With 4 US units in December 41, we are already doing a lot of damage in amphibious operations.
I am not opposed to the principle of using two chits simultaneously (to favor a strategy) but to that of being able to reach a too high level of technology early (and with a "low cost" for USA). It costs 350 and 200 points to reach early level 5 for Strategic Bombers and Amphibious Operations whereas the total is 5000 points. This limitation is already the case for tanks and fighters. Thus, we could impose the limit "tech level." <= year +1. Example : 1942 +1 yields level 3
