NO FREE MILEAGE Meaning?

When trying to select air groups for a AD, I often see this reason but not sure what it means and why the air groups can't be selected:

This means that a transfer of base was done, and it used its miles already. I think this can easily happen when you let the AI manage basing. Otherwise, you will need step up/back, your airbases as the fighting moves. You can also can cause this manually with transfers during air planning.
In WITE-2, you may automate this to a finer degree by assigning groups to various HQs, and which way you expect the front to be moving. In WITW, you expecting the AI to sense which way the front is going.
* I think if a transfer cannot happen during your turn, it will end up in the next logistics phase. I think.

Yeah it did to a rebase using 18% of its miles. But some of the aircraft that show available rebased as well for example, I can rebase this air group and its still available for the AD:

From doing some testing, it appears any air group with around 15% or more traveled can't join but air groups that were rebased with less than 15% traveled can join the AD.

Ah, thanks for the clarification, I didn't really know where the cutoffs were.
