Administrative Strain - 6hex in line of sight, even over water?

Is the "magic border" for Administrative Strain actually 6 hexes no matter what (roads, mountains, water etc.)? Has anyone tested this?
Logically, this will be 6 hexes of roads or rails since the administrative strain only applies to assets and these must be connected by a road or rails.
The manual, for its part, only speaks of hexagons to calculate the distance.
After testing, the calculation does not take into consideration the nature or the environment of the hexagons.
