[1.11.08] Upgrading units can fail to add TOE slots if no models designed

I think this would only apply if you were using a custom unit type, but I'm not 100% sure. Anyway, you can add model types to a custom formation even before you have designed a model for that type, which seems reasonable considering that there are a number of models where there are GR units of that type which you might have. However, if you upgrade an existing unit to that type, it will not have TOE slots for the model that you lack a design for. It will, however, change its name to reflect the unit type and will let you upgrade to a larger version of that type. It will not let you downgrade to the prior type, however, nor will it add those TOE slots if you subsequently design a model.

It seems like you should either not be able to add model types you haven't designed to custom formations, or (preferably) TOE entries should be added regardless of whether you've designed a model to match the entry.
