Combat Preparation Points

Fatigue, and ToE integrity are treated separately which leads me to believe that CPP is a very broad abstraction of planning, tactical focus and preparedness for a specific task. True, an objective might be to secure an objective and hold it against counter attack but make this CPP abstraction just a little more concrete, would it not be better to force a choice between preparation for attack or defense? I think the current model gives players too much licence.
