naval units do not redeploy from canada

If the British withdraw from the war and naval units are in canada they become frozen in place. Please address in an update

Is this British naval units, or Union river ships, getting stuck?

Sorry for the confusing first post
Union naval units on Canadian rivers are stuck in place...Land units are automatically redeployed to the states but the naval units are not only lost but frozen in place
