In the game, New Zealand is allowed to buy Submarines, Destroyer Group and Patrol Group. But, New Zealand don't have any shipyard to start the game. I know shipyard can be built. But, since a patrol group needs 2 shipyards, would you consider starting the game with 2 shipyards for New Zealand?
