I can't get to the cheat code console to appear. I've tried hitting shift and c
consecutively, and simultaneously. I tried hitting shift plus sign and c
consecutively and simultaneously. I tried it when a unit is selected. I tried it
when no unit was selected. I tried it at the opening screen. Please tell me what
I'm supposed to do.

There are no cheating facilities in this game, you need to use your strategical skills to win.

Well, one cheat code is to use the editor. Obviously doesn't work for multiplayer MP games, but does work for single player SP games. Another 'cheat' for SP games is to toggle the fog of war FOW on and off. If you're just learning SC, I recommend playing as the opposite side that you want to learn with FOW. (I.e. play allies to learn axis strategies/tips.) Play on intermediate and watch what the AI does. This is a starting foundation. The other thing I think is important if learning SC is that supply and HQ control is really important. Anyway, you asked about cheat codes so hopefully the first half of my answer is helpful.

D-pad Up, Left, Right, Up, Up, Up, Down, Down.
Unlimited MPPs.

D-pad Down, Down, Right, Left, Right, Up.
Select city.
Apply nuke.
