In our PBEM game the Axis just invaded the USSR. I have a couple of Russian corps that can move to positions where 2 German tank units will not be able to trace a supply line as they will be surrounded by a combination of Russian units and Russian controlled hexes.
I looked in the manual but couldn't find when the supply status of units is determined. I assume that it is at the beginning of a friendly turn. If this is correct then the 2 German tanks units should start the Axis turn at zero supply which according to the Unit Supply Level Effects table means they immediately lose 10% effectiveness and 20% of their strength. Is the loss of strength for the rest of the turn regardless of whether a supply line is established during the Axis turn? Do they regain that strength if they are in supply at the beginning of the next Axis turn? What about the effectiveness, is it regained as per the rules regarding effectiveness?
However it works, is it the same for War Plan Pacific?

I forgot to ask but are penalties for supply level 2 and 1 also applied to the 2 German tank units? For example, at supply level 2 it says the unit loses 50% of it's operation points. At level 1 it indicates an additional effectiveness loss of 10% so is this added to the 10% loss at supply level zero for a cumulative of 20% for the 2 German tank units?

Okay so supply is determined at the start of each players turn for both sides...but they do not take efficiency or strength losses until the owner players turn...



IF They are back in supply they gain the following.

1) 3 supply points.
2) Efficiency based upon the standard rules gain, that I know is in the guide and more difficult to explain.
3) ONLY gain strength IF they have reinforcements set. Strength losses are actually damage so permanent until reinforcements are provided.

I suppose it is how you say it.

Units take the hit on the owners turn. That might say it better.

You get/lose supply/eff on your turn due to the supply situation
You lower your effectiveness on your turn through attacks
Enemy lowers your effectiveness on his turn through air strikes and attacks

LAND COMBAT - Defenders lose 1/2 as much effectiveness loss as attackers
