When Is Supply Status Determined?

In our PBEM game the Axis just invaded the USSR. I have a couple of Russian corps that can move to positions where 2 German tank units will not be able to trace a supply line as they will be surrounded by a combination of Russian units and Russian controlled hexes.
I looked in the manual but couldn't find when the supply status of units is determined. I assume that it is at the beginning of a friendly turn. If this is correct then the 2 German tanks units should start the Axis turn at zero supply which according to the Unit Supply Level Effects table means they immediately lose 10% effectiveness and 20% of their strength. Is the loss of strength for the rest of the turn regardless of whether a supply line is established during the Axis turn? Do they regain that strength if they are in supply at the beginning of the next Axis turn? What about the effectiveness, is it regained as per the rules regarding effectiveness?
However it works, is it the same for War Plan Pacific?
