At the moment, its cheaper to build and less time consuming to just build a level 2 power plant and 2 level three synthetic fuel plants which gives you 3000 fuel and 800 energy with a cost, minus the cost of the power plant, of 7200 metals and 12 turns.
Two level 3 methane extractor requires 17500 metals over a total of 14 turns and requires 4500 units of water per turn or a single level 4 MSP that would require a cheaper 14780 metal over 28 turns and 4000 units of water.
Three level 3 Deep Core mines will require 17360 metals over 9 turns or a level 3 paired with a level 4 requires 23160 metals over 28 turns yet a level 5 requires a 22200 metal over 40 turns.
With those numbers, you can just create a feedback loop of SF plants fueling power plants and visa versa. It even cheaper to go for a level 7 SFP with 16800 metal over 28 turns.

Dont get me started on volcanic power plants and stuff, you have to build it far away from town (usually) and the road to volcano is never cheap and yet it cost more to make power in it than it does on solar power plants! And the building cost makes even normal power plants more attractive. Volcanic really needs big buff, it needs to require less workers and really big price reduction.

It depends on the planet your playing on, and the resources on that planet. Yes you want to build the cheapest option (building) if that planet can provide the resources to support that option. For the planets that have a limited amounts of that resource (water, metal, oil, etc.), you have to go with a more expensive option (building) to generate the needed resource.

Thing is, synthetic fuel and biofuel are always available AND cheapest...
