Italian Garrisons

Playing this again for the first time since ACW was released.
Its still the cream of the crop for sure.
Some more thoughts:
1. Italy should be required to maintain garrisons in major cities. Its unrealistic to be able to transport the ENTIRE Italian army to NA without consequences at home. There should be "concerns about homeland protection" or "riots" along with NM drops. I know the argument is that if they do that then its easy for the Allies to amphib in but it wasn't historically accurate.
2. Soviet morale is still artificially high in 1941 and 1942. There should be no bonuses until mid 1943 and beyond. I would suggest that Soviet morale at 75-80% during this time would feel more correct.
3. More partisans but at a lower strength.
