Questions: Campaign North Africa 41-43

I have a few questions regarding this campaign:
1) Supply Units - How do these work? Should I move them? Should I have put one in Tobruk?
2) Tobruk Minefield Strongpoints - How do these work? Are they difficult for the Germans to defeat? Not sure how best to use them - or do I just let "it" happen. I notice two of them can deal artillery fire.
