The following sequence is odd,
and I suppose could be considered a bug so I'm reporting it as 'low priority'.

I have a Motorized Light Infantry Corps.
I want to upgrade it to a Mech Corps.
However when I attempt to do so,
a Mech Corps isn't an available option, (A) in the figure below.

But, if I downgrade the Motorized Corps to just Light Infantry (B),
then upgrade the Light Infantry Corps,
an option for a Mech Corps upgrade is available (C).

This seems a bit round-about, and I only discovered it because I'm obsessive-compulsive.

Mechanized is not necessarily an upgrade, so that kinda makes sense. However, whole upgrading thing is weird, does not play well with customized OOBs and I don't see why it should not be allowed to just change the formation to any other available one immediately.

Interesting observations! Making notes. Have to think about this a bit though.
