I do not have this ptoblem.
Your save is protected by a password.
Perhaps this comes from a mod as NoMinorAnnexation, A Shadow Empire Multiplayer Balance Mod

I'm another player in IP's game, and every regime I should be able to play this on gives me the same message. Just to be clear, we have no mods.

A couple turns later in the same game the plea of friendship can be played again.

Whatever is happening with PoF in this game appears player-specific, b/c my nation is still reading every potential target as closed.

This must have been a long standing bug. Thanks for spotting it. Will be fixed next patch!
