In our current PBEM game the Axis invaded Russia on the June 20 1941 turn. I am playing the Allies and in that turn I built 7 armies. It is now my August 29 1941 turn and the 7 armies are available to be deployed. However there are zero armies from the forming armies available for deployment. I was anticipating a total of 11 or 12 armies available for deployment. I am wondering if there is an artificial ceiling as to the number of Russian armies available for deployment in a turn. Up to this turn 4 or 5 of of the forming armies were activated for deployment each turn.

Not that I have ever noticed...it is random.
I had one game with 2 turns in a row with 0 armies to place...and that was pre any "built" armies. So was rough.

It's a chance per turn for each unit. The Russians had massive trained reserves they had to call up and no bullets.
