Can a Rifle Division not be built from 2 Rifle Brigades?

In the chain of TOE, the Rifle Division shows:
Build From: 0000

This appears to only be something that can be done on the map, by stacking and using the B key, and only starting in April 42.

No build from Rifle Brigade?
