Do I read 14.2 correctly?

Does this rule really say 1. you can invade beach hexes, 2. you cannot move onto beach hexes (to block them from invasions), BUT 3. you can disembark onto your own beach hexes to block them from invasions?
If so, is this really as intended?

Beaches are only for invading and disembarking not for moving through. This allows for various configurations on the map so it looks nicer. Landing zones are like beaches.

Sounds weird I know it got me at first, but it actually works really well your defense is to defend the coastal hexes and the hexes bordering beaches and or counter attack while they are on the beaches where they are vulnerable, you can build coastal fortifications on coastal hexes to help as well. although you could theoretically disembark on your own beach hex to defend it you won't. glhf
