After 1941 my subs have no effect on the convoy routes.i have no idea what is going on?

Are the convoy routes still red? If they've turned white then they are inactive.

Two further thoughts:
1) Check that your subs are in raider mode.
2) If the enemy have a high level of ASW research then it will reduce the effect of your raiding, especially if your subs have not been upgraded with Advanced Subs, or only have a low level of upgrades in it.

What can be also added is that your submarines must have supply to actually raid the convoys. You can resupply by visiting friendly ports.

And must be surfaced and not adjacent to enemy units.

And must NOT be in Silent Mode
