1) Has there been any consideration of letting surface fleets (DD, etc) stack on top of enemy submarines (non-surface) fleets in open ocean hexes without changing combat results?

2) Providing DD, CA or All fleets with 3 Operational Points with distance 16 hex instead of 2 of 24 hexes. Makes supply runs possible.

Can't stack in the game like that
