[v 1.11.12c] New game starts w/no truck station

Per subject. Started a new game with the new patch. World was 16 zones pre-fall, and 6 majors/7 minors at startup. Setup is 2 starting zones. On my first turn, I have 1 zone, presumably b/c of how few zones there were overall (though I was adjacent to a minor). I also had no truck station, just a Rail II whose tracks led out to the furthest private dome farm (not that there was a railhead, ofc). This seems bad on multiple levels.
