This is a WW3 type scenario dealing with war between Russia and it's allies and NATO and allies. Seems quite prescient...
Not sure why it is in the SF (science fiction?) folder of the Alternate Wars scenario archive. Hypothetical (for the time being) is probably more fitting for this sort of scenario.
