Hi, I am wondering about the rules when a pioneer can build a fortification. In my actual multiplayer game I tried to build a fortification on the hexes in front of El Alamein, but it was impossible (the option was greyed out). In the manual I just found that it is impossible eg in cities, but the hexes in front of El Alamein are clear. Are there other rules for pioneers?

What was the engineer's supply level? Needs 5+.

Ah, I didn`t knowed that. Probably the supply was 5 or lower, because I had not much time for my defense and the HQ was not near enough.
