naval unit and naval air force (ground air force too) may attack small and undefended cities without any losses to get experience only ... it's a nonsense and it's not fair (that's not strategy but trick to get some advantage)

Thanks for the message and this is a known possibility, and unfortunately at the moment, we really don't see what more we can do without changing how the game plays, e.g. how experience is gained and how that mechanism plays a role in game etc.
