I went into the editor and turned off the ability to build AA on all city/town types

HOWEVER

It can still be build, AI has built it all over the UK and when I looked at a city I still have the option to

Good catch, thanks and consider it fixed for the next update as well

I did find a work around today. I set the max to 0 for each city (left it still disabled) and that appears to have fixed it.
