I just finished strategic command WWII Europe as the Axis with a Major Victory, but I don't understand why.
Version is 1.125

It was July, 1944. I took Stalingrad two turns earlier, completing the Leningrad, Moscow set. Egypt had surrendered, The Western Allies were in France, being pushed back. I was digging in to commanders and artillery, so they were done for, but they were still within 6 spaces of Paris, and they held Nantes.
Event 303 USA Offer to Surrender: When the USA is Allied but France, the USSR and Egypt have surrendered, and there are no Allied units within 6 hexes of Paris or Nantes. Conditions not met.

Event 310, USA: Offer to Surrender? When the USA is Allied but France and the USSR have surrendered and London
is in Axis hands, and there are no Allied units within 6 hexes of Paris or Nantes. Conditions not met

Event 417 USSR: Offer to Surrender? When the USSR is Allied but Moscow, Stalingrad and Leningrad are in Axis hands, France has surrendered, and there are no Allied units within 6 hexes of Paris or Nantes. Russian cities held, but Nantes is allied controlled, so Conditions not met

Event 616 German Accept Allied Surrender. Requires Event 303. Conditions not met
Event 641 German Accept Allied Surrender. Requires Event 310. Conditions not met

Morale for the Allies UK 46%, USA79%, Soviet 59%

Egypt, Persia, Astrakhan are axis controlled, Turkey is part of the axis.
Murmansk is still Soviet controlled, as is the rail way to it.

It may be the way the actual checks are made regarding Nantes and Paris, as the script will fire if it does not detect an Allied unit within 6 hexes of either location, i.e. ownership is not checked for here.

So I wonder based on your description, if they had one or more units within 6 hexes of Paris, but not within 6 hexes of Nantes?
