Artillery activity should slow Recovery.

Nobody likes being bombed. Kinda ruins your mood.
Low level artillery activity causes low or no casualties or loss of readiness, BUT it should slow readiness recovery, as being in a ZOC currently does.
In general I rarely find low readiness to ever limit what I need to achieve.
P.S this might change for the Red Army after the next patch, but then the Axis will recover even faster once the correct recovery rates are applied.
