How do I edit factory data for a specific scenario?

Hello! I am currently modding in a Ukraine 2022 scenario and am trying to remove all factories from the map so that they no longer produce ww2 equipment and instead I can add modern equipment factories to the map. Is there any way I can do this without editing the generic data and messing up my data for other scenarios as well? I already tried editing in scenario, but after i saved and reloaded it was deleted.

You go to Locations and you manually delete/modify all the factories that you want from the main cities listed there.

That is what I attempted to do but when I clicked save and reloaded the scenario the factory data reset to the generic.

You must lock generic data for a given scenario
