[v1.12e] Can't transfer from SHQ to SHQ's zone if there's no log points

Per subject. Currently, SHQs have their ability to transfer items to and from the zone where they reside capped by the log points currently available going into and out of the zone city hex. However, transferring items in or out does not reduce the available log points for transfer, or more generally for other uses. This would mostly be an annoyance whereby having e.g. 400 unspent points would mean you have to transfer resources in multiple batches if the amount you want to transfer exceeds 400, but if there's no unused log points going into/out of the capital, you instead are unable to transfer anything from that zone to the SHQ or vice versa.
Based on how no log points are expended by transferring resources to or from the SHQ in these cases (as well as how the older bug where units on a SHQ w/o log points couldn't upgrade was fixed to let them do so), my assumption is that this is unintended behavior and there should not be a cap imposed on SHQ-to-SHQ's-zone transfers.
[Edit1: This can be easily tested by creating a new game with two zones, and immediately using strategic move and/or resource transfer to the 2nd zone to reduce the log points in the SHQ's zone to 0, at which point the SHQ will no longer be able to transfer resources to and from its zone.]
[Edit2: more broadly, this points to a disparity whereby you can transfer an unlimited amount of water/fuel/energy/industrial points to and from zones so long as there's 1 log point connected to the zone, but once that point is spend no more of the 0-weight resources can be transferred. It seems like it would be better to allow/deny access to the transfer interface based on start-of-turn or max log points (i.e., does a pipeline/powerline/etc. connection exist), and then cap actual transfer (for non-SHQ zones) based on current log points.]
