There are many instances where it could so helpful,
ASuW mission to destroy ground targets with Mk82 bombs, by defaults it set "Allocate all weapons" to one target
Manually switching to 1rnd per target SO much increase number of destroyed targets by single aircraft sortie

I have this WRA custom window, true that you would need to play in editor mode, or add it as a special action. There's a limited compatibility (I create some hierachy that is not present in CMO) so use it to create the general side WRA, and then use the in-sim one to tweak specific missions etc.
