German 41 1st & 2nd wave infantry division TOE requires 180 infantry ATs but only ever fills up to 90, like all the other infantry TOEs. This doesn't have much impact on gameplay but prevents the division from ever being "100%" strength.

this is caused by a duplicate entry of 90 AT-Rifles. don't know if that is still open in the current game version.
