Hyde 77 made an original post about this in the wrong spot here:

We understand that the current mechanic is to move to an empty space away from the first unit attacking. However, this doesn't work in practice and more often than not results in units retreating behind enemy lines, resulting in being surrounded and annihilation when they could have just retreated back to friendly forces. This makes no sense and results in ridiculous results.
This makes it near impossible to make breakthroughs in enemy lines and utilize them. You can't send units into the breakthrough unless you have a 100% they will hold on a counter attack. Any retreat results in destruction of any units you place in the forward space. The result is you can only press through with overwhelming forces and ruins a well balanced fight.
some examples:

These are just a few examples from one game. This has been happening for a long time and, in my opinion, is quite game breaking.

It has been happening since release and its completely RNG, I believe than it shouldn't be changed as it punishes the player for being reckless with their offensives and for not planning well enough their defense strategy (after all, a good offense its the best defense). Also, we don't know if your units retreated in panic, that could be a factor than decides than they retreat to an empty hex instead of one protected by entrenched friendly units.

these were all after successful punches through lines. This results in a recon on the hex behind (or in one case I think I sent a motorbike scout). While I agree it often results in a battering of those troops moved up into the hole in the line, I don't see how the loss should then send them running the wrong direction over and over again.
This is not isolated, this happens constantly in the game.
Should we never move our forces forward and just stay at the lines forever.
There are often no flanks. The war rages across the entire world in one long front line. You have to punch through somewhere

it's not RNG. It's done by which hex the very first attacking unit comes from, which a human player can exploit. panic has nothing to do with it.

If, as it appears, when the regular retreat order to the opposite hex is blocked and so the retreat defaults to the hex to the North... that really should be addressed in some way. Otherwise any player to the South of another is intrinsically disadvantaged.

Put this on the double check list. Doesn't hurt for me to recheck.
