Normally, I cannot attach an independent regiment to a brigade HQ.

However, if I
(a) build an independent battalion,
(b) attach it to the brigade HQ,
(c) upgrade the battalion to a regiment,
(d) reinforce it to full strength, then
(e) voila -> a regiment attached to a brigade.

I suspect this isn't intentional and shouldn't be allowed -OR- we should be allowed to attach the regiment to the brigade HQ directly, in the first place. One or the other.

I haven't checked, but it probably works the same for divisions and corps HQ.
