Reduce game delay factor holding down Shift

It would be helpful - at least at the start of some larger scenarios - to be able to hold down Shift to reduce the delay factor to zero, to be able to skip through some of those initial "transport legs" or longer arty barrages. Maybe it could set delay back to the preferred value if anything significant happens, like losses/kills etc.
There's a similar feature in TOAW4, holding down shift, or simply toggle Caps Lock to reduce delay massively during turn resolution.
As it is now, pressing +/- incurs a significant delay in itself for some reason, and it seems to be kind of bugged (?) as they seem to do the opposite to what they're supposed to?
