[v1.12g] Game generation bug: setting "Number of initial Zones" is ignored

Number of initial Zones: set to "3 Zone start".

However, game generated only 1 city for player.
Starting city includes active Rail II station but no rails outside the city. Neither a public nor private sector truck station is available ...

Btw, encountered this issue before. My theory was that if a map had a high percentage of mountains, maybe there was insufficient space for the game to generate all designated initial zones. However, that is a large planet with only 14% mountainous terrain ...

I've had this happen before more than once, to include when generating MP games. The last time it happened I had a rail station with rail leading out to the most distant starting asset, but no truck station so there wasn't a log connection to all the other starting assets. The weird thing in that game was that there was a minor regime perhaps 12 hexes from the one city it did generate for me, and lots of viable terrain in all directions except south (I was on the map edge).

Starting asset logic really breaks down if there's fewer cities than requested, which only compounds how bad it is to be shorted on cities.

I think this occasional issue has been around for a rather long time. Let me do some QA soon. Added to to-do list.
