Very often in my games, I can’t construct something because the location is, supposedly, beyond maximum construction ship fuel range. And almost as often, that doesn’t make sense.

Case in point: there’s a location for a possible new resort base in the Tallaan system, at the Sanfonob planet. But I can’t build one because of the CS fuel range:

But here’s an overview of the situation. You can see that the construction ship located at the capital has plenty of fuel to go at the new resort base location and then go back at the capital. Not only that: there’s a refueling point near the new resort base location, at the Belarion colony in the Abrigadu-Rai system. So even if the construction ship wouldn’t have enough fuel to go back to the capital after building the resort base, it could then go at the Belarion colony to refuel.

The Belarion colony has 3,543 caslon currently, which would be plenty for the construction ship. But 7900 are reserved. So, currently, the construction ship wouldn’t be able to refuel there. But if the build order would be allowed, the construction ship could then also reserve the required amount of caslon to refuel there. That would ensure that IF it would need to refuel after the build to be able to return to the capital, by that time there would probably be enough caslon at Belarion for the CS to refuel there. And even if the construction ship would have to wait a little bit to be get the fuel, this seems to me a better approach than the current one. And by "current approach", I mean expansion (construction) being blocked or limited because of a poor evaluation of the fuel situation by the game. Better to have a construction ship wait for fuel than having the empire expansion being needlessly blocked or limited.

If, on the other hand, the “out of construction ship fuel range” is used to limit expansion for game balance (something akin to the colonization range), then the reason given to the player should make sense (not a clearly false out of fuel range “excuse”).
