CLARIFIED - 1.00.182 - Impossible to intercept / attack fleet retreating

I don't know if this is intended or not. So I am posting in Tech Support for now.
So here is the situation. I am doing a naval landing in
Scapa Flow.

Since I know that I can't fail, I am bringing the Kriegsmarine in ambush position. Please note it still has
ONE operation point left. So this naval stack in
Fleet mode can perform a
Naval Interdiction.

I am taking the port and the UK fleet retreats as expected. But,
no Naval Interdiction was done by the Axis fleet nearby.

Now, second problem. With my Axis naval stack, I am deciding to perform a
Naval Attack on the retreating fleet. But, I can't. When I am trying to put the mouse cursor on top of the enemy, this is only a naval move that is possible.
Clicking on the mouse, it says I can't move on top of an enemy fleet. But,
I can't perform a Naval Attack on a retreating fleet.

You have to move next to it to attack it as surface

Indeed, I have forgot about this. Where are my Essex carriers?
Still surprised by the "no" naval interdiction.

Not for a retreating fleet. It is retreating from combat.
