For some mysterious reason the Ploesti oil shipments are not reaching Germany. There is a uninterrupted rail link from Ploesti to Germany.
I have seen this occur before and then just as mysteriously the oil shipments return.

Most probably because Romanian reserves were at 0 or close. When it happens, they stop for a turn to replenish themselves and should resume shipment next turn. All minors with oil production will do that if necessary.
