I would like to do some modding and thought that American Civil War have a biggest map, but the game manual says:

Campaign Editor does have some parameters for campaign design. In summary:
The minimum map size is 10x10 hexes. The maximum map size is
512x256 hexes.

That is exactly the same as in World at war. Is this true?

The base ACW map is 296x224, which is the biggest hex-based map of an official SC release. However, as you noted the editor allows you to go as big as 512x256 should you wish to do so.
Can't wait to see what you come up with :D

Is the size of each hex, in kilometres, fixed; or can it vary, like in Advanced Tactics Gold?

Maps can be made at any scale you like. ACW is 15km/hex, while in the 1870 campaign it is closer to 5km/hex

This is very good news. I think I need to write a wee letter to Santa.
